What are language levels based on?

The Common European Framework of Reference for Languages (CEFR) is a tool used to assess language skills. The level structure defined by the CEFR is based on the practical use of language in real-life situations and is grounded in communication. Language activities are described across four modes of communication: Reception, Production, Interaction, and Mediation.

The CEFR defines language proficiency across seven levels, from Pre-A1 to C2.
